"I have a friend who is starting up a business doing editing and translation.
She needs a secure site with credit card transactions but she is being charged a fortune by someone she knows from Uni many years ago.
I don't know whats involved in the secure pages but she's paying $30 per month maintainance and $1500 set-up fee etc.
She base this in either UK, Ireland, France or USA
are the fees realistic, whats involved and how much can she get done elsewhere. We have another friend who does normal web pages and is unemployed and will 'code for food' (and also do technical translations)

If the $30 is for the gateway and merchant account fees then that's a tad high but not outrageous. The $1500 set-up fee is horrific if it's just for the same. If it includes the set-up of a custom cart then it's not out of line. In fact, I'd say it's even really cheap. If the $1500 is for the setup of a templated cart like MonsterCommerce - then it's high.
Hard to judge without knowing for sure if we're dealing with apples, oranges or bananas. ;)
A merchant account in the UK - well an application fee can range from about $500-$750.
An SSL certificate is can be as low as $10 a year.
