Accreditation Provisions of the Senate Bill to Reauthorize the Higher Education Act (S. 1642)

I posted this in Ecommerce because this particular law may have an impact on certain ecommerce transactions in a Distance Education environment.

Accreditors must require institutions to establish that the student who registers for a distance education course or program is the same student who participates in and completes the program and receives the academic credit.

How does one effectively implement a solution to the above law? No, the Government does not provide an outline of what they find as acceptable proof of identity, it is up to the institution to determine that and verify with their accreditation agency that it meets the requirements set forth by the Government.

Are any of you operating in an Distance Education evironment who may be affected by this change in law? If so, let's talk about the solutions available.

I've actually looked into doing distance education via the Internet for very specific state licenses. Many states have begun to approve these courses for state issued professional licenses. Your post is the exact reason why I have not put too much more effort into it. I simply could not find any other way to keep people from gaming the system other than using a web cam type of system. And even that just isn't realistic, you'd have to have employees monitoring their web cam anytime that they were online and they would have to be able to recognize that person beyond a reasonable doubt via the web cam.
