How Do Companies Offier Credit Cards/Programs Through Their Business?

Okay, I know it has to do with an agreement with an established credit card company and/or bank, right? I'm just wondering how companies go about securign this kind of arrangement to offer customers through their business?

You know, like "no interest, no payments for 90-Days" or something like that if the customer uses their "Company X" consumer credit card.

Looking forward to hearing any thoughts, experience, insight, and/or advice.
