The order is big (for us) but not humungous; there were no declines on the card before authorization went though. I dunno. Anyone else had any experience with Senegal?

Put the ip address under WHOIS Lookup Enter domain name (or IP)
If possible, you should check in which country was the card issuing bank based.
We do not send orders made by a credit issued in one country for shipping to another country. The only exceptions are
1. US credit cards for shipping to Canada or Puerto Rico, UK credit cards to Ireland, Australian Credit cards to New Zealand.
2. Orders made by NGO or UN agencies
3. APO addresses
4. This is a prevsiously known customer

Great guidelines, too. "Previously known customer" is good to have in there. We do have a customer in Indonesia who works for some UK corporation. He buys our product on business trips to San Francisco and we have offered to ship to his hotel in SF when he's there. Being a "previously known customer" makes a difference.

There's a wave of fraudulent charges going round. The issue isn't with the country itself. The issue is with the fact that many of these fraudulent orders use legitimate credit cards from banks in the USA or UK yet the ship to address is some other country. It's not an unreasonable request but when combined with the higher than average number of charge-backs (product shipped but the true card owner denies the charge indicating their CC# was stolen and used to place the order) associated to a particular country, it becomes painfully obvious there's a ring of scammers at work. And since the ship to address often coincides with Nigeria, Vietnam, etc... any orders from these countries, unfortunately, become suspect.
There are a few banks who won't give out name/address verification, but most will. If they won't, then I email the customer saying I was unable to verify the card so I can't go through with the order. And if you think it's a fraud, you don't even have to call the bank, just tell the customer their bank was uncooperative or wouldn't speak English.
I've had one chargeback when I started in 1998 and that was because I let the nice Romanian customer give me 5 cards before the one that went through (didn't know what the hell I was doing or what a chargeback was). Haven't had one since.
