I wants to sell my Webdesign Template on my website and I have only 1 option to accept payment that is PayPal.
I tried ZenCart and OsCommarce but ZenCart is Hard to configure with Downloadable Product also Same with OsCommarce.
There are some some other Utility Available for Downloadable Product with paypal like
PayDownloadPal and
profitcode.net Product
But there are not Free ,
Is there are Any other option that is free and Easy to Configure.

I'm PM you with a cart for $20. Not free but not bad either.
What I really want is one that handles unique key creatin/registration. Surprisingly tricky.

There is at least one service, I believe there are more, that monitor software so that if the license is refunded the next time the person is on the internet it receives a 'shut down' message and cannot be restarted.
I doubt that would work for templates however, as there is no real program running.
Realistically few people will ask for a refund where a template is concerned - providing of course they receive the proper template and it works correctly etc. More of a concern is the morons that "give to the community" and waste your hard work, hence the additional cost and complexity of my own software, just to tackle that issue.

The difficult part for those new to Zen Cart is configuring their "product attributes." You must first create an attribute name and value pair, before being able to assign a downloadable file for a product.
Attribute name: Delivery Method
Attribute value: Digital Download
Once you create that attribute, you are free to add downloads to your products...
But Zen Cart doesn't have an out-of-the-box method for fraud control. X-Cart, LiteCommerce - these carts can have a fraud control module added on. Someone did adapt it for Zen Cart, but I don't think it is current.
So you set the download status (in Zen Cart, for instance) to be "Pending", so that you could run fraud checks manually if your sales are low enough to allow you to do this. Then subscribe to MaxMind's MinFraud, or purchase a cart that integrates with their service. It will save you money in the long run.
PayPal lets everything go through - and you will have chargebacks for sure, unless you do your own fraud control. The first few times it happens (maybe 2 or 3 months from the time of order) they will investigate and won't charge you. You will lose 99% of the time, because your transaction is a "Card Not Present" type with a non-tangible product delivered as a download. You won't be able to fight it.
Once you start getting more chargebacks, PayPal will charge you a fee. And have it happen more than a handful of times and your account will probably be changed to a limited access type. Basically, you can't do anything with it, and good luck trying to appeal.
If you want to do this with minimal cost, use LiteCommerce and purchase the eGoods module, add their free Anti-fraud module, then pay the nomimal fee to use it (I can't recall what the actual pricing structure is - something like $20USD for 10,000 fraud checks). Set up the anti-fraud module to queue any order that rates higher 3-5. This will give you the chance to contact the purchaser or verify the order in other ways. Total cost is probably less that $150 USD.
