I was just curious do DVD rental websites need a licesnse from the studio for each DVD they rent out? Or do these websites just buy multiple copies of the DVDs themselves and just rent them out?
Also, regarding websites that offer DivX (VOD) DVDs do they need a license from the studio to offer downloadable DVDs? Or do they just buy the DVDs and rip them to their server for downloading?
I'm just curious to see how these websites operate.
Thank you,

they buy ( at much higher prices than the DVD's destined for home veiwing sold in the shops ) special rental only DVD's which have a rental use license ..typical price where I am ( in France ) for these is €100.oo ( about $130.oo per each disc for a title ( previously released in cinema at least six months before ..that's a peice of french law ..other countries have more recent releases ) title ..
they can then rent these legally ..
those renting divX are usually renting pirated , ripped and recoded copies of DVD's originally sold for home use ..
there are some legal divx titles still hanging around from a failed attempt at this format for limited home veiwing rental markets in the USA..but very few ..
..I'll get back to you tomorrow evening with the info ..:)
