How Do You Setup An Ecommerce Site?

Okay, I am completely new to ecommerce. How do you set it up, who do you have to pay, etc.. First of all, where would you recommend I buy the program? Who has a good shopping cart program?

Also, is it easy to implement ecommerce software? I am really stuck here, and I don't know what to do.

What certification do I need as well? How much is it?

I also need to know how much I pay and who to accept credit cards etc..

I am brand new to this, so If you have any tips, or what I should do, please leave them here.
