Paypal 'confirmed' addresses

Am I missing something?

As a merchant, I also am experimenting selling a few things on eBay, requiring instant payment through Paypal.

I state 'only confirmed addresses' in the ads, etc., yet they keep letting people send me money who have 'unconfirmed' addresses.

Is there something I need to 'check' in either eBay or Paypal so it will NOT go ahead and even take the money from folks that think rules do not apply to them?
