I am looking for the most full featured and robust shopping cart solution out there that is the best in the field.

I am looking for something that will give me a lot of personalization and something that can be customized to my needs.

I am also looking to keep costs low. I would say I dont want to spend more than $10K.

In a word "Interchange", although there's lots you can do with 10k - spend some looking for the best fit solution to your business. You need a good platform to build on.
