E-commerce can actually be safer than real life shopping, in most cases, the customer does not give you a bad credit card and take off with the goods, there is some delay; You have tools that tell you where they are coming from IP and where they go afterwards. They use specified tools for payment and there is a delay between ordering and shipping.

We will like everyone to contribute ideas on how we can build an online database of fraudulent transactions so everyone can look up the IP addresses, fax numbers, telephone numbers and addresses that are trouble spots. In addition, people who feel they have been wrongly input can remove their names via some kind of criteria.

Example, if you find your IP address on the list and you are a Cyber Café, there should be some means to remove your name from the list or something. Ideas please…

Or you find your address and phone number on the list, how do you remove it… ideas.

Give us the ideas, we will build it…… Looking forward to input

There are a couple of site on the net already dedicated to doing just what you suggest, for example:

Merchant 911 and The Early Warning Scheme.

This second one in the UK mantains a database of fraudsters, supplied by merchants. Perhaps you can join forces with one of these.

Don't IP addresses change all the time? Especially dial-up users. I know my broadband IP changes monthly.

IP's change so it may not be the best method, what other methods?

Most crooks are not likely to use their static IP at home becuase they will get traced, so are more likely to use for example a cyber cafe. If the cybercafe finds its name on the list, it is more likely to take precautions in the future and discourage mass mailing and other fraudulent transactions from its location.

Merchant911 is very helpful. The site offers a wide range of excellent resources and tools, and current fraud attempts are posted by individual merchants on the mailing list.

Also useful is maxmind.com which uses location based tools to detect fraud. They give a rating based on IP location, email and bank location (by bin check).
