what is the program called that makes actual jpg/gifs flash or light-up or in motion?

there a few different ways, but i imagine youre thinking of macromedia flash.

it's not flash, it kind of makes the pictures look cheezy

You could make an animated gif. For this you could use fireworks, or I believe there are a few freeware/shareware utilities for this.
