Order Policy link during Check Out?

Reading another post about cart abandonment got me to thinking...

Currently, our "Order Policy" page gives all manner of detail about ordering, shipping, returns, etc. - but the only link to it is on a "text bar" at the bottom of every page on the site.

I'm wondering if there would be any value to adding a link to the Order Policy page at the top of the first check out page or perhaps on the shopping cart page? The idea is that reading it may make customers more comfortable about placing an order and less likely to bail out on their shopping cart?

Any suggestions?

I have 2 links to my order info page from my shopping cart, one part of the usual bottom navigation and another link phrased with more information. Important and pertinent pages often seem to need more than one link or else they are overlooked. I've actually had people request or do searches for my main page when I "only" had a link to it at the top and one at the bottom of every page so I put yet another in the side navigation.

I am reluctant to add links from my secure order pages. I try to design those as a separate part of my site. I'd been told that it was a bad idea to offer optional paths out from those pages as people there have supposedly already made the decision to buy.
