Credit card rejection codes

What does that 2 digit rejection code mean.

Is credit card rejection codes standard.

Im trying to differentiate between people who have given wrong expiry dates by mistake, vs people who
are temporary over their limit (try again in a couple of days) from deadbeats who had their credit cards suspended, or out right cases of fraud.

I noticed that the terminal generates a two digit
decline code, but I can't figure if it is standard
across the industry, unique to the card issuing company, or is dependent on the payment processor.

I am not 100% sure but I would think that it would be by payment provider. They would, at least, be the best people to ask. They may available documentation that would help.
