I need help on getting traffic for my new oscommerce site. Do I submit to search engines as a regular html one, do I need meta tags, etc.

Well you should probably use the header tags contribution. This will help with your titles and descriptions.

And then for immediate traffic, open up Adwords and Overture accounts.
