My client has about 10-15 different PDF reports that they offer online. Since their product is not a physical good that needs to be shipped, they want to be able to automate the whole process and send that specific PDF report as an attachment to a customer's email address once an order is placed. Each request would be unique depending upon the order. The confirmation email may also need the ability to send multiple PDF's at once, should the customer purchase one or more reports.

Email has a lot of issues. Spam filters, delays, big files putting you over quota on some accounts, emails getting lost...
Downloads are probably the way to go. It's immediate, a customer knows it's worked (they can open the file), and you can let them download again if not.
IMO, this is a diplomatic rather than a technical challenge: your customer is asking for something that's not good for either of you (or the customer), and you should ask them to consider other solutions.
I think the download option is a solid route. I bought a mass mail program as Infacta.com before they have a kick ass system of download managing that is tied into your overall account.
