Banca Sella [sella.it] is the Italian leader in online payment processing, but I'm not sure whether they accept merchants from the USA.

BTW, why do you need an "off-shore" payment processor? Are you trying to avoid taxes?

Do you want off-shore settlement or are you running the entire business from an off-shore location? This is an important question because it will affect the risk of your account significantly. I sent you a private message with details.

I have been thinking about an answer to this one as well.

Having a .com in Belize makes sense. Yes - if done right (and from scratch) it should avoid (that's AVOID, not EVADE) many taxes unless and until you want to take the money out of the country of origin. That assumes that you don't actually sell anything in Belize, which would be subject to local tax I guess.

Is it possible to just start a company offshore, then go to Worldpay and get registered there perchance?

I'm afraid taxes will have to be paid somewhere, Receptional.

Yeh - I guess the inevitable :)

Still - the tax man has been getting half of everything I earn for soooo long - even when I was making a loss! So nothing new.

Surprisingly, tax evasion or avoiding or whatever you want to call it can be done successfully. I was having a conversation the other day with someone who is now involved in payment processing, but had a lengthy career with BMO. (BMO is Bank of Montreal, one of the biggest Canadian banks.) He setup several situations where individuals legally avoided taxes, in fact in one case his client avoided 100% taxes, except of course consumer tax. It takes some work, but it is possible.
