Good luck. Reliable information like that on the English-speaking population is hard (or expensive) enough to come by. Spanish is emerging as a strong language online, but is disproportionately badly represented in ecommerce terms, due to a number of factors, such as lower Internet connections rates and credit card penetration in the market. These trends are correcting, but it'll still be hard to source Spanish only lists, I think
Maybe some of the bigger general list brokers would be willing to do a demographic cut of their databases to select for Hispanic names or similar, or you could approach Spanish language sites specifically, and see whether they maintain email lists that match your requirements
Good Luck? A lot of good luck indeed! There is nothing out there in spite of the fact that in the United States alone there are 12.5 million Spanish speaking Internet users. That is actually more than the user base of Mexico and Spain combined.
Your idea about Spanish speaking web sites is valid. However, in the United States, most of them are in their infancy.
In their absence, what is the best way for an individual to start creating his or her own lists?
