My opinion;
The problem isn't so much having the technology to do what you want (after all it's at most a transactional conversion which any half-decent code monkey could do) - it's about ensuring that everything you have has watertight security and an audit trail from cradle-to-grave for every single transaction.
This translates to massive up-front costs, I imagine you'd require insurance to cover you in the case of fraud, you'd also have to meet the security, privacy etc. requirements of Visa which would doubtlessly require very expensive procedure and code audits - especially if you were hoping to operate in what I'd call a high-risk area (no offense intended).
If you can't meet or afford these then people like Visa will simply not deal with you because of the risk you pose to them in terms of negative publicity.
