Is the PR ranking looking at the domain name or IP address when ranking?

Also, how can I determine the PR ranking of an expired domain?

It's the domain. As far as I know, there is no way to determine the *exact* PR of an expired domain, but you can certainly check the backlinks...that often times is much better to know than pagerank anyway. :)

Like if you find one that's still in Yahoo, for example, that alone could save you $300 ...aside from PR value.

If you have a local server and you are running Windows
with a host file or Linux with a hosts file.
If the local address of your server is 192.168.200.110,
edit the host/hosts file to have:
192.168.200.110 www.yahoo.com

Enter www.yahoo.com into your browser and you
should pull up the default page on your server with the
PR for the url (yahoo.com)

Works on my setup :)
