shared virtual hosting is rampant these days and hosting companies are becoming more stingy on handing out IPs. Shared IPs for different sites that are unique is not a problem anymore (at least not that I've seen). With so many site potentially on one domain I believe SEs are not banning via IP. It has to be by name or too many innocents get caught in the crossfire.

Our host switched to shared IP hosting quite some time ago, because they were told they would not be assigned any more IP addresses until they switched... that would seem to be a sign that it is on its way to becoming the norm, with dedicated IPs increasingly only being assigned to those who are willing to pay a premium for them.

The main host I use typically only provides a dedicated ip if there's a reason such as need for a secure cert. They won't give it for just extra $$.
