How to buy a private parked domain? Who owns it?

I'm looking to buy this parked domain but haven't been able to get a response back from the owner.

The site looks like this:

When I click on the inquire, this is all I get:

When I click on the privacy policy, it directs me here: [whoisprivacyprotect.com...]

I've sent messages through the inquiry and provided my contact information but still no replies. I looked it up on DomainTools WhoIs service and it says it's been registered since 1999 and registration consistently updated from the start. It doesn't say anything about the owners info because its protected by DomainsByProxy.

What do I do to buy this domain? If I've already contacted them and haven't gotten a reply, will going to a SEDO or GoDaddy domain broker help?

Some folks just don't care to have contact with the enduser world.

You can try outreach via a broker but I wouldn't go that route without authorizing the broker to make a very educated, very concrete "cash offer" - right out of the gate. Why? Because IF you can break through to the registrant odds are you will only have one chance to convince him or her to do a deal.

Just because it is currently parked doesn't mean that they want to sell.
