Fastest way to get a domain once it goes into public

I have a domain that has been on hold and will go into the public for purchase at an exact time on an exact date...is there a registrar that will enable me to purchase it that minute it goes up for grabs? Is Dotster a good choice? I'm just afraid some DB's get them before others.
