how come some new registrars such as .asia do NOT sell country names or popular city names + TLD? Are they holding on to it to auction again at higher $ value in couple years?
while .pro, .com, .info and many other extensions allow the registration?

Some decided to go for an auction system that would auction these domains off to the highest bidder. The .eu fiasco, where bogus trademark claims were used to aquire domains, changed the game for a lot of the new gTLDs. The .mobi was the first to go for a reserved list/auction model. The .asia went with an auction system but a lot of the mad speculation that had been seen with .eu and .mobi had died off by the time that .asia launched.
