I've only just noticed this today and haven't read through it all yet, supposedly launches 23rd October.

DENIC will amend its Domain Guidelines with effect from 23 October 2009 and will thus abolish most of the restrictions currently applicable with regard to the registration of second level domains under the TLD .de. In doing so, the registry creates room for a large number of new domains. In future, also one- and two-digit domains as well as domain names composed exclusively of numerals will be allowed.

I haven't found if the actual non-German residency/restrictions bit has been dropped.

Is that the new rule?

Didn't it used to be only those with direct business or residency connections?

I used to have one but had to have it registered to a post box run by a German friend but gave it up due to complications.

The rule was that the Admin contact had to be based in Germany. (Domiciled in Germany according to the T&C.) As long as this condition was met, anyone could register a .de domain from what I remember.

It only seems to be easing regulations on the types of domains that can be registered under .de rather than the registration conditions.

My info was slightly misleading there:

Anyone can register a .de

However the admin contact must have an address in Germany.

My registrars provide that service as part of the .de registration.

It doesn't look as though it has changed:

The following data must be supplied for the admin-c: name, address, telephone number and e-mail ad-dress. If the Domain Holder is not domiciled in Ger-many, the admin-c will also be the person authorized to receive service of official and court documents for the purposes of § 184 of the German Code of Civil Procedure (Zivilprozessordnung) and § 132 of the German Code of Criminal Procedure (Strafprozes-sordnung); in the latter case, the admin-c must be domiciled in Germany and their full postal address must be supplied.

They don't allow Post Boxes...yep, now I remember why I gave it up!

I'm guessing that this is to allow for umlauts etc?
