Buying another TLD when the .com is taken

I want to buy a .co.uk domain name but the .com version is taken. If the person holding the .com site just has it to try resell it for a profit, would they have any rights on my domain name once I had developed my site? The .com site has not been developed. N.B. at this stage I'm not interested in buying the .com site if its anything over £100.

Do they have the trademark on the term? If so they may have rights to other variants registered.

If, as you suggest, they are just domain name squatters with no interest in the domain other than for resale then you should be able to proceed with a .org (or whatever) without much concern.

Personally, I'd ask the .com owner if they want to sell the domain. If it's too pricey, I try to come up with another name where both the .com and .co.uk are available.
