How Private is Private Domain Registration?

I know this is a stupid question, but i am not sure about this and really would like to know.

Lets say that you register a domain through registar service 1 and choose to use domains by proxy. Then for one reason or another registar service 2 decides to look at the whois data. Is it still private and they would still not be able to see that data?

Sorry for the foolish question, but I am not sure if registars can see the whois data from other registars if it it through domains by proxy.

It's been discussed before, but registrars will not see through WHOIS privacy
service unless the one offering it allows them to. What they can and will not
be able to see is dependent on the service provider.
