Can a US Company buy their .it and .fr domain?

rules governing Italy and France say no

Is this correct... I cannot buy my company domain in France or Italy because I do not live or have a physical company in the EU?

I certainly do business with .it and .fr from my US site but cannot buy the respective country domains?

Ostensibly as follows:

France: Local company required: Available for applicants that have a French business registration, or hold a trademark valid in France (French or EU trademark).

It is possible to have a registration agent to provide a local address for the administrative contact which is required.

Italy: Only companies and individuals within the EU are allowed registration. Certain registrars will act as proxy registrant for those clients which have no presence within the EU.

You will probably find that proxy registrars will charge substantially more than the usual name fees.
