The current registrar has it parked on their own site (not even related, something I'd rather NOT have linked to the domain) and they won't allow me to point it elsewhere unless I pay a fee (1 year fee, which is pointless).
Is this normal? I just acquired another domain and I'd like to start a site for it over the next week or so.
The Inter-Registrar Transfer Policy, applicable to all ICANN-accredited registrars, provides that registered name holders must be able to transfer their domain name registrations between registrars. You must wait 60 days after the initial registration or any previous transfers to initiate a transfer.

Some registrars have a service charge for optional features.
A) Newly registered name / drop catch - 60 day wait
B) From a previous registrant at a different registrar - 60 day wait
C) From a push by the previous registrant account at the same registrar - maybe / maybe not 60 day wait.
C is more complex you need to look back at what the previous registrant did if he did neither A nor B the name should be movable
I say should be because one large registrar is very awkward about C but I am informed if you email the president then your name(s) will be released.
With the domain I just got (though auction) I was able to point it to my current host (for free, yay!) so I can start using that within the next day or two.
The previously mentioned domain should be with my current registrar / host in the next few days, the 60 days is almost up.
