Expired domain merits

Does Goooogle reset merits of the domain...

Dear Masters,
I have come to an opinion that Google resets expired domain's merits (traffic history, backlinks, its age) to zero once it realizes (by indexing again) that the domain's ownership and content have changed. Am I right on this assumption?

If so what is the period (3-6 months) before Google does so?

Rumor has it that such is the case for expired domains. I say rumor because I don't recall reading an official statement by Google that such is the case.

Anyone ever see an official statement on this?

let's face it. if you were Google, you'd reset expired domains. It seems like a loophole that's too easy to close.
