I just searched Google using the phrases "transfer domain" and "free domain transfer". The search triggered a variety of offers.
The problem with any domain related offer is that such offers almost always come with conditions attached. Typically, you have to buy other services to get the deal and therefore it's not really a domain price deal. Personally, I'd prefer to find offers that come with no strings attached and usually means I don't go looking for "free" (anything).
Please note: As part of our spam and promotional activity fighting effort we restrict posts that ask for or suggest companies with whom to do business. We prefer discussions that focus on how to make better business judgments over discussions about 'which company is better'. The latter approach results in forums that are littered with spam and promotional posts.

If it's purely because you can't use credit cards or paypal, another option is to pay through moneybookers, which is available to your country. There are some registrars that accept that for payment.
But it sounds quicker and easier to simply pay the $9 with your existing registrar, at least for this year.
