Country domains and duplicate contents

I have country specific domains with web site content that is the same. Is this considered duplicate content? I want to maintain the country specific TLD for localization reasons, will have multiple TLD pointing to the same site hurt my rankings on Google?
E.g. website.at, website.de, website.ch all point to the same site.

If it's the same content, then it's duplicate content. Pick one domain and 301 redirect all the other domains to the main one. Or create unique content for each site.
