What is the process for claiming a parked domain name that you own the trademark to?

For example, say I own the trademark to 'Blue Widgets' and bluewidgets.net is parked by a random party.

There are far too many variables and constraints to propertly assess requests such as this and, invariably, the only sound and intelligent answer is "talk to a trademark lawyer", particularly one who practices in the proper jurisdiction.

Talk to a trademark or intellectual property lawyer.

You might find one by reading some of the WIPO or National Arbitration Forum domain dispute decisions.
