I want to regist a domain name, but I don't know which web is the best.

You can buy the domain name directly from the domain owner. If the domain is "for sale" at an auction website then you need to read the auction website's rules and follow them. If you are unable to read and understand the rules then perhaps you can have a friend who is more fluent in English read the rules and explain them to you.

If the domain is for sale or auctioned at one of the larger websites (Snapnames, Sedo, Afternic, GoDaddy, Moniker, Tucows, Enom) you should email their support team for help. The process is simple: Pay the company and they arrange the rest.
