Despite all my efforts I am yet to see some action from that domain owner (no surprise there!) or the Registrar. Since that isn't happening, I would like to know if there is any way to report potentially infringing domains for spam abuse in cases such as mine where the Registrar doesn't seem to bother either. I know that ICANN has the authority to suspend domains that do not comply to certain rules i.e. false contact information on the Whois database.
Is there any form I can fill in to report such incident in order for it to be investigated by an appropriate Internet authority? There is something really fishy about that domain, but what really upsets me is that it undermines the reputation of my domain by pretending that those advertising messages originate from my site.
What comes also as a surprise to me, is the fact that the Registrar of that domain is an 'ICANN Accredited Registrar'.

Incidentally some registrars do take proactive measures against domain names for spam and phishing complaints. So perhaps you can take it up with the sponsoring registrar of that domain name in question.
If they say they're hands off, then that's it and move on. You can also possibly take it up with the one where the IP address of those spam emails originated from.
If you're a bit tech-savvy, you might want to utilize some email authentication methods as well. One sample is SPF (just google it).
All in all, spam is such a big problem there's no single authority figure to handle them all. It will take time money and effort to approach each reported issue with delicate resolution.

Minor correction - domains don't send spam. Email servers send spam.
If I was feeling particularly stupid, I could buy a double opt-in email list ('opt-in' - yeah, right) and send a million email messages TODAY (...and yes, email servers under my direct control would have the bandwidth and capacity to do this), all of them saying that best place to buy Viagra is www.webmasterworld.com. That wouldn't make Brett a spammer, yet of the people who would complain about spam, many would assume that www.webmasterworld.com was the source - WRONG!

Isn't every registrar 'ICANN Accredited'? I assume they all are, else they wouldn't be in the domain registration business, would they?

Two points:-
1. If you are complaining about false WHOIS data, IMHO you should write a letter to the Registry, but send a copy to the Registrar - IMHO writing a letter carries quite a lot more weight than sending an email - you could always send it certified mail and address it to the Legal Department if you want to make sure it ends up in an appropriate set of hands :-)
BTW, what TLD is this domain?
2. IMHO you don't stop spammers spamming by chasing a domain or writing to ICANN (they'll buy a new domain for $10 when you get their previous one yanked), you stop spammers spamming by cutting off their connection to the internet.
Have you read through (and understood every line) of the headers of the messages you've been receiving? This will tell you where they originate - and where you should complain. Look up the ip of the sending mail server, find the ISP, write to abuse@<exampleisp>.com and that's your best chance.
The registrar of that domain name in question hasn't replied as yet. I forgot to mention that its based in China! I didn't manage to find an address for reporting abuse with that registrar.
What I am bothered about is not the spam that I receive; its about the spam that pretends to originate from my site.
