When running a routine search for my Website on Google I came across a site in Italy listed on search results. This Italian site has my Exact Domain name (ie www.#*$!#*$!.com) as the Title on their home page.
I sent mail to contact address on site but address was invalid.
My Question is can a Website place your Exact Registered Domain as the main title of their site but have a different U.R.L address.

OK, I'll admit that I don't know the answer to the MAY part. That probably depends on whether or not you have a trademark registration on your domain name, and the laws of the your country and Italy.
But, technically, this is possible.
Does the site have a copy of your content as well?
If you want to contact the person, lookup the domain's WHOIS info and use that address/phone to contact. (If the WHOIS info is not valid, file a complaint with ICAAN.)
It could be that they never updated the page after losing or changing the domain name. Or that they neglected to register the domain name before building the site, and never changed it when they couldn't get the domain name.
I've encountered situations before where people actually printed their web site address on their letterhead and business cards, BEFORE actually registering the domain name or building the site.
