Yes, I'd file a complaint with ICANN.

You might also file a complaint with the Department of Commerce, which exercises oversight over ICANN, file a complaint with the BBB, and file a complaint with the attorney general or his/her equivalent (State consumer protection agency) for the jurisdiction that is the home to the offending registrar.

P.S. "To All": As stated in the edit - please don't mention specific registrars when you have a grievance. We're here to educate about "how to", not to act as the BBB.
