How do I force an unlock?

I have a domain I'm trying to move away from one registrar to another. the current registrar is not responding to their online help tickets nor to emails I have sent, requesting an unlock.

Is there any higher authority I can invoke to get them to act?

The domain will expire next month, so presumably I can renew with the new registrar and it will pick up where the current term ends?

Unlocks are not managed the same at every registrar. It's not a universal standard.

Can't you just login to your account at the registrar and unlock it yourself?

I did this, but there's two checkboxes - Customer Lock and Domaintaining Lock. The second is greyed out and checked, so I can't remove it manually. They still have not responded in any way to any of my communications. I am thinking of sending an ambulance, Iam worried that they have fallen and can't get up.
