lets say i want to purchase a website that has a nice Goole ranking for some keywords that i am interested in.

If i buy the domain and content, and transfer it to a new host and a new domain registar, could the google ranking be affected? Will the site still rank high for those keywords?

The site will be on a new IP address......so google could like/dislike that

The domain info will be different.....again google could like/dislike that

It will not be affected. This is just like shifting the domain to a new host as your old host was not good enough. Google works on what they see and experience, hardly worried about backend services.
