Best way to transfer domain and point it towards another domain

Two different hosts, with two different domains, that I want to consolidate

I have two different hosted sites, with two different hosts (SiteTR.net with Tripod and SiteIP.net with iPowerWeb).

What I would like to do is transfer the domain that I have with Tripod, SiteTR.net, to a different registrar. At the same time, I'm going to move all of the files from SiteTR.net into a sub directory on my other domain - SiteIP.net/SiteTR/

What I would like to do is keep the links operable that SiteTR.net has going to it. So, on SiteTR.net I have the following two example pages: SiteTR.net/file1.html, SiteTR.net/file2.html.

When someone types either of these into their browser, I would like them to continue to see the above in their address bar. However, I'd like the content to actually be at SiteIP.net/SiteTR/file1.html and SiteIP.net/SiteTR/file2.html

What's the best way to do this? I'm tempted to just go with iPowerWeb, since they've setup another domain for me (SiteIP2.net), that points to a sub-folder (SiteIP.net/SiteIP2/), but the problem is I can't manage what subfolder the domain points to - I can't change it on the fly - and I'd really like to be able to do this :)

When it comes to slinging code, okay. When it comes to getting a domain, I need some help ;)

I don't have a dedicated IP with iPowerWeb, so I'm thinking that setting this up easily through someone like GoDaddy is out of the question.

As far as pricing, it's a non-business site (all three), so anything too expensive is out, unless you want to donate ;)
