How do I register a ".ph"

I've got a client that wants his business name with a ".ph" (Philippines) extension because a .com is not available for his chosen business name and the business is based in the PIs.

He'd rather go www.domainname.ph rather than www.domainname.com.ph if that's possible. I just don't know how to go about doing this.

I frequenly use WestHost for my domain and hosting registriar but they don't have an option for .ph (just the usual .com/net/org/us etc).

Go Daddy has options for a lot of different country extensions, but they don't list one for .ph.

Does anyone know how I can attempt a .com.ph, or - even better - just .ph?

Also, are these types of rather less-common, country-specifc domain extensions more expensive to register?
