However, keep in mind that I've bought plenty of expired domains in the past few months and I can tell you from personal expereince that you don't have to wait 6 months. In fact, all you have to do is ask.
I've bought plenty of expired domains in the past few months, put quality content on them, asked for a reinclusion request, and got those domains back in the index, with PR and links restored, in just a few weeks.
I think, though, the key was putting quality content on them and asking for a reinclusion.
