If this was me I would pay them, simply so I did NOT have this problem in the future. You should move to a registrar who does NOT give you grief in case you need to move again. $15 doesn't seem like too much to give you peace of mind.
As long as you keep a copy of the money order or cashier's check, you DO have a record of the transaction. Hang onto it.
Tell them that you will be filing a complaint with ICANN [icann.org], if there is no legal reason for them to deny the transfer:

I had a problem with a former domain name registrar that was denying transfers.
I used to have over 100 domains with that company, and needed to move a couple for business reasons. After being denied 6 times over the period of a month doing some necessary transfers related to ownership changes of some domains - I got fed up and yanked all of them and sent them a pre-emptory emailing them that I would be filing a complaint with ICANN if these domain transfers were not approved from on the first try.
