Currently the Shared Registry System responsible for the registration of domain names is down. Domain name registrations are being held for later submission. Presently we do not have an estimated time to resolution.

I believe Verisign/Network Solutions is doing some "scheduled maintenance" to the registry and that prevents registrations etc in real time.

I'm in the midst of moving some sites and so have modified the dns at their registrar - would this also delay that change?
