Registering .de domain

Do you have to reside in Germany?

Hello!

I want to register a .de domain and am wondering - do you have to reside in Germany to do so? Or are the domains free to all nationalities? If the latter is the case, what registrar would you recommend?

I tried searching the forums, but found only old posts concerning this, maybe things have changed since then.

...and since March 1st it has been possible to buy URLs with non-english letters - ö, ä and ü and 89(!) others.
