1) i believe network solutions can do it for you, although i've never used their service myself. I see they do provide DNS service as well, so just tell them that you want to switch to another IP.
2) It takes from a few hours and up. That depends on how you do it. It's not just your name servers that need to be informed, the changes must be reflected in all the other name servers of the world. This is called "to propagate".
Best thing is to set the TTL (Time To Live) of your DNS records down to zero a little while before your change of IP. Then the nameservers of the world will know that they should not cache your old IP but in stead watch out for changes. The change should propagate faster that way.
