If you can't contact the owner, then the answer is wait until it expires in 2005. It doesn't mean the owner has abadon the name, perhaps they just don't want all the contact. Just wanting the name doesn't mean there is a way you can get the name.

Lisa, thank you for the answer.
I know that the Owner went out of business. It was a company. I am looking a regualation for the case when an Owner stops to exist.

Find out who the receiver/liquidator of the company is - make him and offer for the domain name. You can go to the Companies House website to find who talk with, by doing a search on the company name - it will list the name and location of the receiver. Then do a search on Google with the name postcode as the keywords - to find the telephone number of the receiver ....

Thanks, Manilla I will try that. What if the Liquidator/ Receiver cannot be found or never existed. Can I do something through Networksolutions?

Not sure.
When you said company I thought you meant "limited company". In which case if it no longer exists because it folded, then a receiver would have been appointed. If it's a company not in the sense of limited (e.g. sole trader, or partnership) you wont get this info at Companies House.
