Looking for technical requirement

1-13 name servers

I am looking for the location of the requirement, when you register a domain name you must list between 1-13 name servers. Anyone know if that is an ICANN requirement or a Verisign requirement? And where that document is?

13? Humm... I usually put only two like this:

ns1.yournameserver.com
ns1.yournameserver.com

I've neverd heard of 13, but I have seen some with 4...

But 13? Where did you see that? You can sticky me with the answer if you want.

Ok, I remember where I read this... It was in the RRP commands of Verisign GRS. They have business logic in place that disallows a domain not to have at least one name server.

But then why am I finding domains with no name servers.... This is a mystery!

Either they have had their nameservers deleted, or the domains themselfs are being deleted, expired etc.
