Why Do Parallel Cats Vary So Much?

This isn't a burning question, but it's one that has me puzzled.

I've been playing around in DMOZ, and I found a cat that is: Top:Cat:Subcat:Subcat:Fill_in_the_Blank

Some of the Fill in the Blank subcats have PR 5 or 6 while others are 3 or 4.

I checked the actual pages to make sure that DMOZ didn't redirect to a different category in another branch. The ones that I'm looking at are co-equal and share the same parent. Where does the variation come in? Anyone have ideas?
