Who to point my opinion about directory?

I am a rookie, started to promote access to the directory, it is confused, not knowing how to proceed, who to point my opinion?

I had to read your question a couple of times to try to understand what you are asking. I am under the impression you are asking how to promote your directory. The first question I would I would ask you to help you move would be:
What makes your directory a worthwhile resource?
Once there is a clear answer to that question, I would base promotional materials or campaigns on that strength.
