Will they accept such a site?
The same could apply to a state wide listing for all real estate offices...
Or a statewide listing of all car dealers...
I am talking about an informational site, not some affiliate thing.
Any thoughts...

There are plenty of guide sites throughout the directories, especially in the travel & accommodation categories. The usual rules apply.... add original content, submit to the proper category and describe the site, not the product.
If there is not a great amount of unique content, it will not be listed, and you risk being labeled a spammer. So, those sites that have only links to motels and restaurants and the pulled-in local weather, census information, etc., are not eligible.
What you'll want to do is include a lot of static information specific to the locality you are submitting to. For example, this Austin-Flowers.com site [austin-flowers.com] and this Minneapolis-Flowers.com site [minneapolis-flowers.com] would not be appropriate for listing, since the unique content is non-existent.
Real estate sites are a different animal. A real estate site is allowed one listing only in Regional, and that listing is in the locality in which the real estate office physically exists. Those descriptions are allowed to list the areas served.

Need just a touch more info actually. Let's say the McDonalds wanted to have a site that featured a mini web site for each of their franchises across the country. The addresses were things like McDonalds.com/Alabama/Birmingham/north_street and so on. Could each of those thousands of mini sites hold a place in ODP or for that matter any dirtectory.
One domain name but thousands of unique business locations with like content - but each a real and separate business.
Any thoughts???

That would depend on the amount of unique and useful content that each of these "sites" contained.
Since I cannot speak for each editor who might review one of these submissions, I'll speak for myself alone.
If I edit the Localities/S/Sometown category, I would probably add the web site for the Sometown Cafe. If they had a web site, I'd add the Sometown Bar & Grill. I'd add the site for Bill's BBQ if it represented a restaurant in Sometown.
And I'd add these sites, probably, even if they only included the address and telephone number of the restaurant, and perhaps their operating hours. I'd add them because, to someone looking for a restaurant on Sometown, this might prove to be useful information.
That being the case, I don't know why I'd refuse to add the web site for the local McDonalds.
In all probability, I'd add it. In all likelihood, many other editors would not. Beyond a doubt, someone would call it spam, there would be a big fight in our forums, and the end result would be that it would be left to the discretion of the editor.
Your best bet -- the more unique content, the better.

Thank you for your excellent answer and BTW, welcome to WmW. Each site would certainly have content, but the only unique content would be the contact information. As with any franchise from car dealers to coffee houses their quality is based on being ablle to duplicate, duplicate, and duplicate.
